Community Planning Meeting (12 August 2026)

These minutes are not exhaustive. In particular, they do not cover questions raised to Barratt by residents of Windsor Road during the meeting.
Cut-through to Windsor Road
The cycle markings will be removed, and a temporary solution will be added within two weeks to show shared pedestrian/cyclist use. Currently it only shows a two‑way stretch for cyclists. Temporary solar lighting will be re‑added.
Tree audit
The audit is complete. New planting will happen in the October+ season, weather dependent.
Allotment in Phase 2
Progress has been made. Handover is hoped for within one to two months, but this is not a commitment.
Greater Cambridge consultation open
John confirmed the Greater Cambridge Local Plan consultation is open for comments.
North West & West Cambridge Community Forum
Next meeting: 15 October 2026 at Darwin Green.
No John at Community Planning Meetings
John has been promoted and will split his time.
The meeting is considered beneficial and stakeholders want it to continue, but
it requires a Chair.
Suggestions:
- Monthly meetings with Barratt reps and usual stakeholders.
- Every other month: John Shuttlewood attends representing the Council Planning Committee.
- DGRA to decide format, frequency, timing (morning/evening), and chair.
- Windsor Road does not want to chair.
- Private suggestion: invite Simon Smith as Chair.
- Room‑hire cost needs deciding.
Sue J. will make contact but is imminently on holiday.
A quick decision (within a week) is requested.
Proposed next meeting: 23 September.
Dust
Falmouth Avenue soil‑moving is being investigated by Andrew M.
Videos provided have been very helpful.
Castle Councillor is leading.
FG signage
Barratt are reviewing the signs.
Not an L&Q issue.
DG & FG door slamming
Barratt will remind site workers to close gates.
Residents may close a gate if the plot is unoccupied, safe, and accessible.
If the plot is unsafe or missing handles/locks, an email should be sent to
Barratt.
DG & FG site locks
The site should be locked outside work hours.
All dwellings/spaces should be locked — including bin/bike storage, communal
entrances, and family dwellings. If not, email the team.
DG & FG building waste
Barratt request photos and locations via email.
Site presentation has been raised at board level; the MD is not happy.
Post box
John will action this.
Barratt will install it.
He apologised for not doing so after the last meeting.
FG & DG bins and doggy bins
Play areas and walkways are not finished yet, even though some are accessible.
Barratt ask residents to bear with them.
FG & DG noticeboards
DGRA should email Andrew politely requesting noticeboards and suggesting
locations.
Boards should be lockable.
DG signage at Huntingdon Road cut-through
A sign at the beginning of the cut‑through was requested after the meeting.
DGRA should email Barratt.
Two poles already exist (bushes need cutting back).
Good location for Barratt to advertise the development.
Damaged bin in Plaza

Move library bins

DG lamp posts

Working with Andrew, who will send a map.
Include dark spots and suggested lighting.
FG lamp posts
Alice could not do a night walkabout but will if requested before next meeting.
DG & FG repairs website
Andrew has not yet been able to launch this.
When live, it will be useful for lamp post reporting.
Curb issues - Falmouth Avenue
Alice to action: photo + email to Andrew.
Tennis court
ERA at NNW Forum raised concerns about line thickness.
Barratt surveyed and confirmed everything is fine; no changes will be made.
LWR brambles
John apologised and will contact the site owner.
Brambles need clearing.
FG park
Potential opening within a week.
FG any other updates
- Allotment 3 progressing.
- Foundation piling will begin; it will be very loud for about a month.
- A letter drop will occur beforehand.
- Sound monitoring will be in place.
Bicycling repair station
Andrew hopes to install a repair station in the Plaza Sports Pavilion.
Possibly with Voi as sponsor.
Watering guidelines
Barratt will use water as needed, but Andrew wants examples of waste (e.g.,
sprinklers left on over weekends watering paths/roads).
Send photos to him.
Parking enforcement update
Signs nearly ready.
As previously agreed:
- Letter drop
- Signage installed
- One week later: enforcement begins
Reporting cars will hopefully be via the Barratt website (not yet live).
DG & FG out‑of‑hours work
No out‑of‑hours work permitted.
Hours: Monday to Friday: 8 am to 6 pm, Saturday: 8 am to 1 pm.
Applies to locked and unlocked sites, and all trades, noisy or not.
Barratt has asked workers not to play music.
If loud music or out‑of‑hours work occurs:
- Make a short video with date/time (show your watch).
- Send to Andrew M (DG) or Andrew W (FG).
- If out‑of‑hours, also email John Shuttlewood.
- Include a photo of the contractor’s van if possible.
Andrew M and Andrew W have given permission for their emails to be shared on the local WhatsApp group.
